If your college internet doesn't support Dsi then you can try to connect it to your phone with hotspot if you have data. That's what I do and it works like a charm!
Max filesize on Flipnote 3D is just under 4MB from what I remember! There seems to be seperate limits for animation frames and audio though, and the compression can be a little odd so sometimes less content takes up more space
