Once the sound is tagged to the timeline, a flag will appear next to the sound. You can erase it if you messed up or don't want it.

Say you have 20 pages on your Flipnote and you want sound 1 (A) to play at frame 5, you play the animation in the sound page and press A (or tap the sound 1) at frame 5 as the animation plays. You can add that sound several times throughout the animation by pressing A on each frame that you want it to play. Music is different.

Oh and if you are using the A, X and Y sounds, you need to tag them on the timeline of your flipnote for when you want them to play.

Did you record sounds from the 3DS music app to import (when holding the L button) into flipnote? You should be able to record directly by touching the music button or short sounds by touching or pressing A, X or Y on the music recording page.

Speech bubbles... Sounds like you are in the Nintendo 3ds sounds options.
