From what I've seen, space usage seems to be based on changes in ink between pages rather than the amount of ink on each page (15 frames of 1 highly detailed image is less space than 15 separate frames of nondetailed animation). This means that using colored backgrounds (something other than white or black) will use up a ton of space because when you change the moving character, the dsi calculates not just the change in the moving character, but also the change in background in that the moving character displaces.
There's not a perfect solution for this unfortunately, but you can mitigate it a bit by than avoiding shimmering the outer bounds of characters on a blue / red background or drawing your main character out of negative space so you're using just red ink instead of red and black ink.
