It's not set the loop by default so anybody who plays it won't have that happen to them. Secondly the rule that you cited is one that we actually copied verbatim from flipnote hatena; I believe it was introduced when we updated our content policy due to a few standout cases.
Thirdly I see that we seem to have some issues with playback on chromium based browsers and I'll look into that, thanks for flagging that for me
